English: Slender Mining Bee (Lasioglossum calceatum), probably all males. Roosting on the seed head of a Ribwort plantain (Plantago lanceolata).
This is a phenomenon I've never witnessed before. These small bees gather every evening to roost at the exact same spot, on the exact same plant. They've done this for more than two weeks - probably will for the rest of their short lives. My guess is that the nest they came from is in the ground right at the base of this plant - and so they return "home" to rest every night.
