In Form eines Kreises, der nach außen hin eine perfekte Abschirmung durch Gemäuer bietet, sollte die Stadt errichtet werden. Im Inneren sind öffentliche Gebäude angeordnet, um die sich Wohnhäuser und das Gewerbeviertel gruppieren, entlang des Innenkreises div. Plätze (Kästchen). Der Plan ist unrealistisch, weil er kein Wachstum zulässt und isoliert.
