The Problems of Local Nuisance and of Sludge Disposal. Itmust never be forgotten that the production of a properly puri-fied effluent and the consequent maintenance of desired stand-ards in the body of water into which the effluent flows is only oneof the essential aims of sewage treatment. Another and equallyessential aim is the accomplishment of the results desired with-out the production of local nuisance. Odors of putrefactionand plagues of flies in the neighborhood of sewage treatmentworks have repeatedly led to serious complaints and damagesuits. For the purpose of avoiding such difficulties sewage dis-posal plants should be located in as isolated a position as possibleand the greatest care should be taken, both in design and inoperation, to minimize the exposure to the atmosphere of pu- 476 SOME GENERAL CONSIDERATIONS

In many instances Imhoff tanksand rapid filters of various types have been operated withoutnuisance in the immediate vicinity of dwellings, as at Cheek-towaga, N. Y., for example (Eng. News-Record, 1917). The commonest fault in sewage works, from the standpoint ofdesign, is a failure to provide adequately for the disposal of screen-ings and sludge. It is strange to note how often a plant is care-fully and intelligently planned to separate the solid from theliquid constituents of the sewage and to purify the latter, whilethe sludge is left to be disposed of by some spontaneous happythought when the
