English: U.S. Marine Lt. Gen. John Wissler, center, signs the Drug and Drunk Driving Prevention Month Proclamation Dec. 4 at Camp Foster, Okinawa. Senior officers, representing each branch of service stationed on Okinawa, gathered to sign the proclamation in attempts to reduce drinking and driving incidents, which occur highest around the holiday season. “The proclamation provides an attempt to be proactive rather than reactive,” said Capt. Braden T. Trainor, an operations officer with the Provost Marshalls Office, Marine Corps Installations Pacific-Marine Corps Base Camp Butler, Japan. The senior officers from left to right, are, U.S. Marine Col. Peter S. Rubin, U.S. Air Force Brig. Gen. James B. Hecker, U.S Marine Lt. Gen. Wissler, U.S. Navy Capt. Michael D. Michel, and U.S. Army Col. Leon G. Plummer. Rubin is the staff judge advocate for MCIPAC. Hecker is the commanding general of the 18th Wing, Kadena Air Base, Japan. Wissler is the III Marine Expeditionary Force Commanding General and Commander, Marine Forces Japan. Michel is the commanding officer of Fleet Activities Okinawa.
