Description
English: James Miller, an Ellenville, N.Y. resident, was promoted to Senior Chief Petty Officer, the second highest rank in the Navy. His career began in 1970 when he joined the Navy, after which he joined the New York Army National Guard in 1976, retiring in 2013 as a Master Sgt., at New York National Guard headquarters, Latham, N.Y., Sept. 1, 2020. The promotion was conducted in front of the bell from the USS Flusser, a U.S. Navy destroyer commissioned in 1920 which was used to train Navy Reservists before the ship was scrapped in 1930.
