Ein Vorhängeschloss verbietet dem Deutschen Michel den Mund, rechts neben ihm Germania. Ernst August von Hannover beschneidet ihre Flügel, während ein zweiter sie in Ketten legt. Links von ihm Friedrich von Gentz als Jesuit gekleidet, der dem eleganten Fürsten Metternich ein Buch mit dem durchgestrichenen Porträt Martin Luthers zeigt. Ganz links die personifierte Zensur mit überdimensionaler Schere und Skalpell.
