Spencer speaks during an all-hands call with Sailors at Naval Air Station Whidbey Island (NASWI). Spencer visited NASWI to witness first-hand the capabilities of the base and to hear from Sailors and civilian employees as part of a broader tour to understand the industrial processes that support the Navy.
