English: United States Secretary of the Navy Frank Knox addresses the crew of the light cruiser USS Omaha (CL-4), in a Brazilian port, in mid-1943. Just to Secretary Knox's right is Vice Admiral Jonas H. Ingram, USN. The photograph was received on 4 October 1943.
