Extracts from 1958 PAYE Tax Tables Finance Minister Arnold Nordmeyer's budget of 1958, labelled "the Black Budget", is best known for increased taxes on beer, tobacco, cars and petrol. However, it also confirmed the innovative Pay As You Earn (PAYE) system of income tax, introduced from 1 April that year Prior to PAYE, income tax was calculated on gross earnings for the year, due for payment as a lump sum the following year. The PAYE system saw income tax deducted weekly, fortnightly, 4-weekly, monthly, or daily (if you were a shearer!) directly from the pay packets of wage and salary earners. It was a big change for both workers and employers. The Inland Revenue Department produced a separate PAYE Tax Table for each deduction period. Employers used these to calculate the amount of tax to be deducted. As well as the actual tables of earnings and deductions for each tax code, the IRD, in those pre-computer days, provided "quick methods" for calculating the tax to be deducted.
