be paid out for the erection ofschoolhouses of two or more stories until theplans for such buildings shall have been sub-mitted to the state architect and approved as toall the requirements of this act.—(Laws 1909,Chapter 209.) The Virginia Law Construction of schoolhouses. No school-house shall be contracted for or erected untilthe site, location, plans and specifications there-for shall have been submitted to and approvedin writing by the division superintendent ofschools, whose action in each case shall be re-ported by him to the State Board of Education;and no public school shall be allowed in anybuilding which is not in such condition and pro-vided with such conveniences as are required bya due regard to decency and health; and when aschoolhouse appears to the division superintend-ent of schools to be unfit for occupancy, it shallbe his duty to condemn the same and immediate-ly to give notice thereof in writing to the chair-man of the district school board, and thenceforth 209

That, with the rooms at 70 degrees and adifference of not less than 40 degrees betweenthe temperature of the outside air and that ofthe air entering the room at the warm air inlet,the apparatus will supply at least thirty cubicfeet of air per minute for each scholar accom-modated in the room. 3. That such supply of air will so circulatein the rooms that no uncomfortable draught willbe felt, and that the difference in temperature be-tween any two points on the breath
