The public, in developing this responsibleco-operation through its public agencies, canmake it practicable to extend the publicsenjoyment of lands which first must dis-charge their duties in developing their func-tion for public service. Violators of publicprivileges, while few in proportion to thetotal which may enjoy privileges, neverthe-less are many in the aggregate, and this againemphasizes the need of responsible aid fromthe proper officers representing the public. Under an arrangement of adequate pro-tection, a plan might be developed for thecreation of public parks and playgrounds onareas contiguous to reservoirs situated on thetops of various hills throughout San Fran-cisco. Wilder, Manager Real Estate Department MANY years ago Spring Valley WaterCompany acquired several hundredacres in Portola Valley for the purpose ofincreasing San Mateo County sources of SanFranciscos water supply. As it was later de-termined that this land would not be neces-sary for water-supply use, the Company de-cided to make it available to those seekingcountry homesites. The natural attractions of Portola Woods(as this acreage was named) are so variedthat they offer an inviting opportunity to thepurchaser to develop according to his owntastes an ideal small country estate withinan hours run of San Francisco. Adjoining it on the south is the beautifulFamily Farm, the playground of a promi-San Francisco club; and within a quarter ofan hours run is Stanford University, withits red-roofed Spanish-type buildings set inextensive grounds, whic
