Joshua Monk, a forklift operator in the 1052nd Transportation Company, South Carolina National Guard from Kingstree, S.C., assists in moving and delivery of sandbags from the Wateree Correctional Institute to county emergency managers in Chesterfield, S.C., to assist in flood response Oct. 3, 2015. Gov. Nikki Haley declared a state of emergency Oct. 1, 2015, to prepare for projected historic amounts of rainfall to impact the Carolinas after a weather system collided with the outer bands of Hurricane Joaquin off the coast, resulting in significant amounts of rain to fall in the region.
