Reported to Haringey Council through <a href="https://www.fixmystreet.com/report/1030703" rel="noreferrer nofollow">FixMyStreet website</a>. The dumped rubbish appears to be on privately-owned land adjoining a garage. So council staff will need to make an initial informal approach to the owners. The block of flats across the road on the right of the photo is Charles Bradlaugh House. This is owned by Haringey Council. It's likely to be one of the blocks demolished as part of the Council's so-called "Haringey Development Vehicle".
