Description Contractors work on various facilities April 29, 2009, as part of the “permanent” base camp near Mihail Kogalniceanu Air Base in southeast Romania, which the U.S. Army Corps of Engineers Europe District is managing. The facilities – including barracks, company and battalion headquarters, community support facilities, and new roads and utility lines – are intended to be basic in nature, supporting only temporary rotational deployments.
