buildings to private individuals werepermitted by law: such arches as those of theSergii at Pola, the Gavii at Verona, the Juliiat S. Remy, and the Campani at Aix-les-Bains,are, therefore, all earlier in date. History andpolitics are the indispensable illuminators ofarchaeology. For these reasons Graefs ascrip-tion of this Pola arch to the age of Trajan is asimple impossibility. Even artistically he provedto be wrong, for the exquisite scroll-decorationof the inside pilasters is purely Augustan, as isevery other feature. The arch that resembles it most closely in thestyle both of its pilasters and of the victories inthe spandrels, is that of Cavaillon in SouthernFrance, which in my opinion is also early Augus-tan. Might not some of the neo-Hellenic artistsof Provence be responsible for the arch of Pola? For some reason which we cannot now under-stand this arch was placed not outside the walls,on the pomerium line, but inside the main citygate, the triple arched, so-called Porta Miner-
