program.The War Department has been cancelingcontracts for immense quantities of munitionsand supplies, while trying to send soldiersto their homes as rapidly as possible. TheDepartment of Commerce is wrestling withmany complicated business conditions. ^^fj^ Some forty years ago a conflictand began on the west coast of South America which resulted in theacquisition by Chile of the seacoast provincesof Bolivia and of the southernmost provincesof Peru. The two Peruvian provinces ofTacna and Arica, by the settlement of 1883,were to be held for ten years by Chile, afterwhich their destiny was to be settled by avote of the inhabitants. Such a vote has neverbeen taken, and Chile has held the provincesnow for several decades. Last month thequestion became acute again, and there wasdanger of war. The United States counseleda peaceful settlement and tendered good of-fices, asking Argentina to join. Whatevermethod may be adopted, it seems probable thatthe matter will be settled and war averted.
