Sir : The best information obtainable gives the assurance of trnthto the reports that a fleet of eight whaling vessels are icebound in theArctic Ocean, somewhere in the vicinity of Point Barrow, and thatthe 265 persons who were, at last acconnts, on board these vesselsare in all probability in dire distress. These conditions call forprompt and energetic action, looking to the relief of the imprisonedwhalemen. It therefore has been determined to send an expeditionto the rescue. Believing that your long experience in arctic work, your familiaritywith the region of Arctic Alaska from Point Barrow, south, and thecoast line washed by the Bering Sea, from which you but recentlyreturned, your known ability and reputation as an able and compe-tent officer, all especially fit you for the trust, you have been selectedto command the relief expedition.
