If thisfails, the Chief of the Bureau of Bituminous Coal at Washington should be called upon to decide as to the relative urgency of the needsof the various divisions concerned. Although it is desirable that the procedure outlined above be followed so far as practicable, it is recognized that exceptions must bemade as occasions arise. Whenever it is necessary for one or more steps in the usual routine to be omitted, all parties concerned shouldbe notified at once. For example, when a division distributor issues an order for relief on an appeal made directly to him he shouldnotify the State administrator of the action taken, and the latter should notify the local committee if he deems this necessary. In orderthat delay and friction may be reduced to a minimum, anyone who can not obtain prompt and proper attention to his needs should beprivileged to appeal to a higher authority and if necessary to national headquarters. Nomination of a district representative satisfactory to the Fuel Administration and thought to besatisfactory to all operators is received from Mr. Leshers office, together with a statement of the operators ofthe district and the names and officers to be addressed of all associations within that area.
