Description A perched, red-tailed hawk allows a western scrub-jay entry into its air space April 20, 2012. The hawk is one of two migratory hawks nesting near the U.S. Army Corps of Engineers Sacramento District’s construction site in West Sacramento, Calif. District biologists are making sure the hawks are not disturbed during the levee work since they arrived after construction resumed this spring, and are protected under the Migratory Bird Treaty Act of 1918.
