Remaniement du Gouvernement Hô Chi Minh au profit du Viêt-Minh ; les anciens opposants ont été évincés au départ des troupes chinoises. Hô Chi Minh est Président du Conseil et est Ministre des Affaires Êtrangères, Vô Nguyên Giap est Ministre de la Défense.

L'Assemblée Nationale a été convoquée le 28 Octobre pour donner une apparence légale à ce coup de force. Sur 70 membres de l'opposition il n'en reste plus que 2 à la fin de la réunion, les autres ayant été arrêtés pour «des délits de droit commun».

5 NOVEMBRE 1946 :

L'autonomie administrative, prélude au modus vivendi de janvier 1947, est accordée au Cambodge avec l'agrément du Roi.
