[edit]DescriptionRaymond M. Hilliard Center (I) (10483988626).jpg | Raymond M. Hilliard Center in Chicago, IL (1966). The center was the last vertical housing project in Chicago. By the late 1950s, public opinion was rapidly turning against projects after an expose in the Sun Times revealed the crime and other problems. In 1962, plans were made for a project at the corner of State and Cermak. When the newly-opened Robert Taylor Homes quickly became a fiasco, the Chicago Housing Authority decided to try a new plan to mix elderly and family housing. Elderly housing was much less controversial, and it was thought that the presence of elders would be helpful for children. Although Bertrand Goldberg was a rising star in Chicago architecture, the Chicago Housing Authority had other thoughts on his designs. Goldberg's plans were thought to be "too good" for the residents. It took Goldberg two years of fighting with the government and CHA before plans were finally aproved. The projects were originally to be named after Adlai E. Stevenson, but the sudden death of Cook County public aid director Raymond M. Hillard caused them to reconsider. In 1969, the US District Court ruled against the CHA, citing patterns of racial congregation and segregation, and the Hillard units became the last in the city. |
