Dear Mr. Sanford: I have made substantial contributions to the Wikipedia entry on my grandfather, visible at http://en.wikipedia.org/wiki/Ralph_Flanders. The attached photograph was used in the Vermont Sunday Magazine on September 9, 1990 with your permission. I would seek your permission to use it in the Wikipedia article on Flanders. Is it possible that you could release it (or some lower-resolution version of it) for free use by Wikipedia and its downstream users? The following is from http://en.wikipedia.org/wiki/Wikipedia:Requesting_copyright_permission: The main legal thing that is important to explain to potential contributors: they would be agreeing that their picture (or text) can be used freely by Wikipedia AND its downstream users, and that such use might include commercial use, for which the contributor is not entitled to royalties or compensation.
