The war with its paralyzinginfluence left little or no opportunityfor any real progress. There wasenough to do to keep the wheels re-volving, although a questionable at-tempt was made at a so-called stand-ardization of locomotive construction,simple enough as far as the generalclassification of wheel arrangement isconcerned, but paralyzing in organic the dissecting table.
