The system of espionage, harsh-ness, insult, and tyranny, as described by thecomplainants, is truly creditable to a city that isalways clamorous about reforms. Mr. Punchhas no evidence on the subject but the state-ments in the papers, but if one quarter of whatis there charged be true, the sooner a ManchesterGaribaldi appears the better for the uuhappydebtors.
