ws came to the north that the expedition was put offfor a year. This must have been an anxious time for theLowthers; had that report been true, the Lowthers wouldprobably have gone to the scaffold. They and Huddleston musthave wished as anxiously for a favouring gale as did the crowdswho blocked up Bow Churchyard watching for the vane to veerand indicate a Protestant wind. The Protestant wind came soon; the Prince landed, not atHull, where the Lowthers expected him, but at Torquay. SirJohn Lowther, of Lowther, seized Carlisle (the Irish garrisonstealing away in the night) and thus blocked the North road, andcut off Claverhouses retreat. Edward Stanley, of Dalegarth, known as the Oak-hearted,then High Sheriff of Cumberland, proclaimed King Wilham III.at Carlisle Cross, and there ends the history of the Charters ofCarlisle. Never since then has the Crown meddled with theGoverning Charter of Carlisle, and under it, modified by theMunicipal Corporations Reform Acts, Carlisle is now ruled.
