The vacancy on the commission caused by the death ofMr. Bill was filled by the appointment of E. Hart Geer, ofLyme. The thanks of your commissions are due for many court-esies to the officers of the United States Fish Commission, tothe senators and congressmen from Connecticut in their work.Also to the New York, New Haven and Hartford RailroadCo., the Central New England Railway Co. and the CentralVermont Railroad Co., for transporting fish throughout thestate, and returning cans free of charge. Bill, formany years a member of the State Commission of Fisheries andGame, Connecticut suffered a loss that deserves more than pass-ing recognition. Mr. Bill was born of sturdy ancestry. His boyhood lifewas not unlike that of other youth of his day and generation.He was educated in the public schools, was attentive to hisbooks during the hours of study, and during periods of leisurewas wont to engage in sports afield and afloat that brought himnear to natures heart. He early inherited a love for books and a fondness for pur-suits that develop a robust manhood, and beget sympathy withcreatures less fortunate than ones self. It may be that this hadsomething to do with shaping the course of his future career.For several years in his early manhood he was engaged in thebook and stationery business. His public life began in the year1849, when he was elected to the Legislat
