Description President Bill Clinton, and Sen. Dale Bumpers during the cornerstone dedication ceremony for the Dale and Betty Bumpers Vaccine Research Center on June 9, 1999. In his speech, President Clinton praised the Bumpers by saying "It is entirely fitting that today we dedicate this state-of-the-art facility to them. They are two great Americans."
