Possibly Roman Nail Cleaner
Description
English: Copper alloy nail cleaner.of high shoulder group.  An elongated oval sheet metal plate with an integral loop at its broader end, and bifurcated at the other. An incised line passes down the middle of the plate. An incised line along one shoulder at the top of one long side may represent marking-out for the cutting of the object from a larger sheet. Suggested date: possibly Roman, AD. 43-300.

Length: 43.2mm, Width: 10.0mm, Thickness: 0.7mm, Weight: 1.13gms.
