English: U.S. Marine Maj. Gen. Richard Simcock, left, and Maj. General Emeraldo C. Magnaye, center, bows their heads May 14 during benediction at a dedication ceremony in Guinobatan, Albay province, Philippines. The ceremony was held to officially dedicate the class and comfort rooms built at Dona Mercedes Elementary School as a part of Exercise Balikatan. This year marks the 30th iteration of the exercise, which is an annual Philippines-U.S. military bilateral training exercise and humanitarian civic assistance engagement.
