Of them all Germany is by far themost normal, conditions within the Ger-man Empire being much nearer the usualthan anywhere I have been in Europesince the war began. In addition to the regular hospitalsthere are various institutions supportedby private charity for the purpose ofhelping particular cases. There areschools to teach trades to the perma-nently maimed, and in almost all of thelarge cities homes for the care of thetotally blind. Of the latter, fortunatelyand curiously, there are less than 1,000in France and less than 900 in Germany.In Germany they receive a pension of1^600 marks, or $400, a year, which ismore than the average peasant in soundhealth can possibly earn.
