O antigo couto de São Miguel do Outeiro teve foral dado por D. Dinis, em 1268. Não teve foral novo manuelino, e a localidade teve de esperar até 1762 para ver formado o concelho, extinto em 1855 e integrado em Tondela. Da sua anterior categoria, São Miguel do Outeiro conserva o pelourinho, levantado poucos anos depois da elevação a concelho, e portanto meramente simbólico. O pelourinho levanta-se num pequeno largo, sobre soco de três degraus octogonais de parapeito boleado, o térreo parcialmente embebido no pavimento. A coluna assenta sobre pequena base moldurada, de secção octogonal. Tem fuste idêntico, de faces lisas, ligeiramente galbado, e elevando-se a boa altura. É encimado por um capitel octogonal de molduras crescentes, sobre o qual se levanta o remate. Este é constituído por um pináculo de base octogonal, com gola estreita, que alarga em pinha bojuda, toda recortada com motivos vegetalistas. A pinha é interrompida por uma pequena calote esférica rematada em botão. No fuste encontra-se epigrafada a data de 1766, certamente respeitante ao levantamento do pelourinho. O conjunto foi consolidado em 1916, de cuja intervenção também ficou a data no fuste, e novamente em 1959.
