A povoação de Castelo Rodrigo, desenvolvida sobre um antigo castro romanizado, foi inicialmente povoada por Fernando II de Leão, a partir de 1161. Alguns anos mais tarde, D. Afonso IX atribuiu foral ao concelho, o primeiro a existir em Riba Côa. Foi conquistada, ainda ao domínio muçulmano, por D. Afonso Henriques, em 1170, ano em que é fundado o convento de Santa Maria de Aguiar; mas a praça é novamente perdida pouco depois. Reconquistada definitivamente por D. Sancho I, só passa a ser reconhecida como território português após o Tratado de Alcanizes, assinado em 12 de Setembro de 1297. D. Manuel mandou reedificar o castelo dionisino em 1500, e concedeu foral novo à vila em 1508, datando deste período a construção do actual pelourinho, que constitui um testemunho artístico ainda mais interessante quando cotejado com as várias janelas do período manuelino que ornam a vizinha Rua da Cadeia. Levanta-se junto à Igreja Matriz da povoação, sendo composto por um soco de quatro degraus octogonais, muito rústicos, sobre o qual se ergue o conjunto da coluna e remate. A coluna é de fuste octogonal com base quadrangular talhada no mesmo bloco, e chanfrada nos ângulos superiores, talhe que se repete no topo. Sobre a coluna está directamente colocado o remate, em gaiola, separado do fuste por uma única moldura saliente, oitavada e torsa. A gaiola, de planta oitavada, é composta por oito colunelos torsos sobre pequenas mísulas, rematados por anéis triplos e pináculos torsos. É coroada por chapéu cónico liso e de topo truncado, encaixado entre os pináculos dos colunelos. Na região, são de destacar os pelourinhos de Vilar Maior e Alemendra, entre outros, pela semelhança tipológica.
