Honorable WILLIAM H. HASTIE, U.S. Circuit Court of Appeals, Federal Building, 9th and Market Streets, advised on December 30, 1966, at one time he had been Dean of the Law School at Howard University in Washington, D.C. During this period the applicant had been a student at the law school and had been the best student the law school had ever had. He had known applicant daily during this period which ended in the early 1940's. Since that time his acquaintance with the applicant has been limited to casual, infrequent visits; however, he has heard about her through writings and other sources. About three years ago, he spent approximately a week in contacts with her while she was teaching at the Law School, University of Ghana in West Africa and was very pleased with the very skillful manner in which applicant presented to her law students the principles and ideals upon which the United States Government was founded. Something, according to Judge HASTIE, particularly difficult to do since the students were members of an almost complete totalitarian government. He described the applicant as being a very loyal person, extremely hardworking and intense, an able attorney, and capable in all endeavors. He qualified this by stating he did not know how she would be in an administrative position, but believed applicant to possess a great deal of drive and initiative.

Judge HASTIE advised he would recommend the applicant highly for a position of trust with the U.S. Government.
