into the shore line. Bythis time the valves had been installed onshore, so all was ready for the test of theline. The weights not having been placedon the line a cold-water test was onlypossible, as the line was still full of water. A suspicion prevailed that all was notwell, and so, when the test developed thatthe line was broken about 150 feet fromthe Oakland shore, it was accepted withthe best of goodgrace, for itsimply post-poned the com-pletion of theline. During thetime that theelbow was be-ing installedthe weights broken pipe a first-hand impression wasobtained of the bottom of the ditch andthe way the pipe lay. Rather than chancethe laying of weights on the pipe it wasdecided to join the weights together withwrought iron, chain and then lower themso that the weight would hang like saddlebags over the pipe. Twelve doubleweights were made and finally placedabout 100 feet apart, the total weightbeing about 100 per cent in excess .of theweight of water displaced by the pipe line.
