Description Detail view of the upper floors of the Pacific Telephone & Telegraph Building, now known as the Capitol Building, in downtown Portland, Oregon. Located at Park Avenue & Oak Street, the building was constructed mostly in 1913–14 and has been designated a Portland Historic Landmark.
