Description FORT NORFOLK, Va. -- Jessica Grell, a fourth grade teacher at Virginia Beach’s Seatack Elementary school, instructs her students how to take a random sampling of oyster spat, or baby oysters, that she pulled from oyster floats in the Elizabeth River Oct. 2, 2011. Norfolk District, U.S. Army Corps of Engineers, has partnered with Grell’s students to build an oyster reef, which will improve the quality of water in the Chesapeake Bay. They current oyster population in the Chesapeake Bay is less than 1 percent of its population when John Smith came to Virginia in the early 17th century and described oysters that were as “big as dinner plates.” (U.S. Army photo/Kerry Solan)
