U.S. National Archives During the Operation NOBLE EAGLE activation, 188th Fighter Wing, Arkansas Air National Guard, Fort Smith Arkansas, Technical Sergeant Jerry L Wells, USAF, (left, center), Crew Chief, speaks with Major General Donald C Morrow, The Adjutant General of Arkansas about flightline alert procedures. Along with Major General Morrow are Colonel John R. Dallas, 188th Fighter Wing (FW) Vice Commander, USAF, (right) and Lieutenant Colonel Daniel E. NOBLE EAGLE is a partial mobilization of the reserves for homeland defense and civil support missions in response to the terrorist attacks on September 11, 2001 at the New York World Trade Center and the Pentagon.
