fered in the third proposition of theact enabling the people within the limits of the present State ofOhio to become a coequal member of the Union, originatingin the belief that it would at once enhance the value of the publiclands and cement more strongh together the various interestsof the confederacy, it is believed that these desirable objects willbe equally promoted by applying a portion of the proceeds (sooffered to be appropriated) to the opening and repairing roadswithin the State of Ohio. The provision contained in the sixth section of the seventharticle of the constitution of the State of Ohio, respecting thenorthern boundary of that State, depending on a fact not yetascertained, and not being submitted in the shape of the otherpropositions from the convention to Congress, the committeehave thougnt it unnecessary to take it at this time into consid-eration.
