Breaking ground with gold shovels are, from left, two former U.S. Sailors from the guided-missile frigate; Capt. John W. Peterson, commanding officer of Recruit Training Command; Rear Adm. Lee Metcalf, deputy commander of Navy Region Midwest; Rear Adm. Clifford S. Sharpe, commander of Naval Service Training Command; Capt. David A. Schnell, commanding officer of Naval Station Great Lakes; Capt.
