Ali ficam os antigos armazéns da antiga Refesa, na Beira da Bacia do Pina. O projeto tenta usurpar uma área de proteção do macrozoneamente instituída pelo Plano Diretor da cidade. As características do entorno não se identificam nem esteticamente e nem financeiramente, acabando por segregar a população da região do Bairro de São José e do Coque.
