Description Longtime City of Oakland Council member, Larry Reed called for the reestablishment of a Carnival parade. He pledged to work with the Mayor Ron Dellums, fellow Councilwoman Nancy Nadel and Oakland City departments to give Oakland youth arts programs the annual showcase for song, dance and costume and other festival arts the City deserves. Councilman Reeds remarks were wildly applauded.
