Original flickr uploader's description:

"The Norwegian Coast Guard was docked in the harbor. Since they are conducting search and rescue missions the small craft needs to be easily put out to sea. I have never seen the side of a ship missing in order to launch another boat."
At http://casr.ca there have been several articles about patrol vessels intended to work in the Arctic. These articles have explained that in freezing weather, where a ship's boat is likely to be covered in ice, possibly a dngerous amount of ice that could cause the boat to capsize when launched, or, at least, put sailor at risk of slipping into the drink, Norwegian Naval authorities decided it was essential that the boats be stored in shirt-sleeve conditions, so they could be started immediately, and launched without risk.
Another potential problem would be that ice might block the boat's engine's air inlet, or make it just too cold to start the engine.
I suspect that there are doors, not visible in this picture, that when closed, presented a smooth outside surface.
