Description Light Medium Tactical Vehicles are staged and ready at the North Carolina National Guard Armory in Elizabethtown, N.C., for North Carolina National Guard soldiers who may be called to assist local emergency services rescue flood victims along the North Carolina coast Oct. 08, 2017. While Hurricane Matthew is not expected to make significant landfall in North Carolina the rains it brings with it are expected to cause severe flooding in coastal areas.
