Description
English: The company, a joint venture between Japanese and local Industrialists was established as “Pan-Malaysia Paint Industry Limited” in 1963. With an authorised capital of $2 million, 40 per cent of the capital is subscribed by the Japanese partners which included Nippon Paint Co. Ltd (Osaka) and the Taisei Koeki Kaisha Ltd. (Tokyo). While the remaining 60 per cent of the capital is subscribed by local partners namely, Messrs. Toh Aik Choon, Goh Cheng Liang, Tan Hoe Chiu and Ng Hung Teng. All of whom formed the eight-member board of directors.

The factory was declared opened by Dr. Goh Keng Swee, Minister for Finance, 15 April 1965 and in attendance of the ceremony are the president of Nippon Paint. Mr. K Tsukuda and three directors, R. Nakashima, C. Obata and Messrs. S. Tada as well as the president of Taisei Koeki Kaisha Ltd., Mr M. Oka. In 1967, it was renamed “Nippon Paint”.

In its initial run, the single-storey factory at Tanglin Halt Industrial Estate turned out 200 tons of paint monthly out which subsequently build up to 450 tons monthly when it reaches it full production capacity. The factory employed about 50 people and operations under the supervision of two Japanese engineers. An important feature of the plant includes a Tropical Research Station which study the effects of tropical climate on paints which was jointly undertaken with research teams from the Japanese giant Nippon Paint Co. Ltd (Osaka)

Mr. Toh Aik Choon, Chairman of the eight-member board of directors said: “It is our conviction that a strong and healthy paint industry will be in a good position to contribute to the future success of Singapore’s industrialisation programme. The ultimate aim of the industry was to produce for export.
