English: The European conference between EU Member States and the candidate countries, followed by the European Council gathering together the Heads of State and Government of the Fifteen, took place in Nice in the framework of the French Presidency. As well as the signature of the Charter for Fundamental Rights, substantial agreements emerged leaving the way clear for enlargement, particularly: the reinforcement of the EC President's powers; the extension of the qualified majority and a new weighting grid for Council opinions; the reinforced role of the Parliament extending to co-decision procedures. Finally, the mechanisms for reinforced co-operation created in Amsterdam have been made more flexible, and reinforced co-operation could also be implemented in the domain of Common Foreign and Security Policy (CFSP).
