After a few days, the new cisterns got broken. The following problem occurs: Usually the cisterns take some time to fill again and if water pressure is very low it slows the filling down even more. This means that after the first user flushes the toilet it takes a few minutes to fill. The next user might want to flush but the cistern is not yet full. Then most users pull the cistern so much in vain, that is breaks. Moreover some other users might vandalized the cistern on purpose. Hence the cistern goes very quickly out of order.

Solution: Secure the cistern in a lockable metal frame! Hang poster on how to use the flushing system!
