English: GREAT LAKES, Ill., (July 21, 2015) -- Rear Adm. Michael S. White, commander, Naval Education and Training Command (NETC), congratulates Rear Adm. Rich Brown, outgoing commander, Naval Service Training Command (NSTC), at the change of command ceremony held at USS White Hat at Training Support Center (TSC), on Naval Station Great Lakes, Ill., July 21. White was the keynote speaker and presented Brown with the Legion of Merit. Rear Adm. Stephen C. Evans (third from left) relieved Brown as the NSTC commander.
