Description NHF-025-E : Commander Louis J. Gulliver Collection. A photo of USS Constitution (1798- ) firing presidential salute to Herbert Hoover on Nov. 11, 1931 while ship was anchored off Washington Navy Yard (saluting battery had been installed for this purpose only). Donated to the Naval Historical Foundation by Commander Louis J. Gulliver, USN (RET), July 1940. Personnel: Commander Louis J. Gulliver, USN; Secretary of the Navy Charles F. Adams; Lieutenant Commander John H. Carson, USN. Photo appears to bear the signature of President Herbert Hoover. Naval History and Heritage Command.
