for four years. To be a councilor one must be a Mexi-can citizen, resident within the municipality, in full enjoyment ofcivil and political rights, more than 25 years of age, and not anecclesiastic. The ayuntamiento of the municipality of the city of Mexico iscomposed of 21 members, of Tacubaya 11, and of each of the othermunicipalities 7. Each ayuntamiento elects from among its membersa president and a vice-president who hold office for two years. The law requires that the ayuntamiento shall be consulted by theMinistry of the Interior, the Governor of the District, the director-general of public works, and the president of the health board, as thecase may be, upon matters of general importance in the municipality^such as water supply and distribution, local sanitary work, establish-ment of new settlements, exploitation or sale of woods, lands, andcommons. They must also be consulted as to contracts for the execu-tion of any of these works and as to all other contracts of a municipal

In all these matters the ayuntamientos have by a two-thirds vote theright of veto. Tlie effect of this veto is to suspend for four monthsthe project or contract in question. At the end of the four months ifthe ayuntamiento still opposes the proposition by a vote of three-fourths of its members, the matter is submitted to the President ofthe Republic for final solution.
