MassDOT Secretary Richard A. Davey welcomed nearly 500 attendees from across the state and New England region to MassDOT's 13th annual Moving Together Conference promoting healthy transportation opportunities. This year's conference theme: Transit + Walking + Bicycling = Mobility. Secretary Davey highlighted the Commonwealth’s $1.3 billion investment in new transit rail cars and MassDOT’s new Healthy Transportation Policy Directive, along with the importance of partnerships in working towards MassDOT’s goal to triple pedestrian, bicycling and transit users. Conference workshops and discussions led by transportation experts focused on attracting new riders to transit, changing transportation and land use habits, complete streets, bus rapid transit, accessibility, and the new demographics of bicyclists. State partners Gregory Bialecki, Secretary of Housing and Economic Development, and Richard K. Sullivan Jr., Secretary of the Executive Office of Energy and Environmental Affairs, joined the conference and highlighted the goals and successes of Governor Patrick’s Planning Ahead for Growth Initiative, a collaboration between the state agencies to ensure that transportation and land use decisions are coordinated to promote both environmental sustainability and economic prosperity. |

Definition of "public record"
Public records are defined in A Guide to the Massachusetts Public Records Law, Published by William Francis Galvin, Secretary of the Commonwealth Division of Public Records, (Updated January 2017) at https://www.mass.gov/files/2017-06/Public%20Records%20Law.pdf on page 40, under M. G. L. c. 4, § 7(26) as:
Limitations of template usage
This is consistent with the statement at http://www.sec.state.ma.us/ARC/arcres/residx.htm:
Note: Works that are considered "public records" but were not created by a state or municipal government agency may be copyrighted by their author; the Supremacy Clause of the United States Constitution prevents state law from overriding the author's right to copyright protection that is granted by federal law. For example, a state agency may post images online of the final appearance of a building under construction; while the images may be "public records", their creator (eg. architecture/construction firm) retains copyright rights to the image unless the contract with the agency says otherwise. See: Government-in-the-Sunshine Manual: To what extent does federal law preempt state law regarding public inspection of records?. |
